What does this mean? It means you only need a majority vote in the Senate to proceed to a bill received via a Message from the House. Last I checked, a simple majority is less than 60 votes.
The amount of arrogance it takes to write on this topic and not know something so basic is actually kind of mind-boggling to me. McLaughlin argues about Senate Rules the way a lawyer who doesn’t know how to look up an actual statute would argue about what the law really says.
