ICE arrested Jose Dimas Guerra Castro, a 53-year-old convicted murderer and illegal alien from El Salvador, after a brief foot chase in New York City Jan. 29.
ICE deported him in 2019 after he served his time for second-degree murder, but he reentered the U.S. illegally.
