We can listen in on them and intercept their messages legally when they have comms with people in the United States because they could be sleeper cells or double agents. It doesnt matter who our enemies are talking to in the U.S. - it is legal for our nation to intercept those messages. Pretty easy to stop - just dont talk to or aide our enemies
