Bill is a nationally recognized leader in the field of government transparency, and before coming to HHS helped stand up and modernize other federal agency FOIA programs.
The FOIA Hall of Fame was founded in 1996 and is comprised of 70 individuals with significant career accomplishments in advancing the federal Freedom of Information Act. Bill Holzerland receives this honor on the 60th anniversary of FOIA, a law that provides the public access to government records.

It’s one of the most recognisable pieces of music in film history—but The Godfather’s haunting theme carries a surprising backstory that many fans are only just discovering.
When “The Godfather” was released in 1972, its score, composed by Nino Rota, was immediately praised and quickly became a favourite during awards season. In fact, it was nominated for Best Original Score at the 45th Academy Awards. However, in an unexpected twist, the nomination was later withdrawn.
The reason? The Academy discovered that the score wasn’t entirely original.
Years earlier, in 1958, Rota had composed a very similar melody for the Italian comedy “Fortunella”. While the version used in “The Godfather” was slower, more dramatic, and emotionally richer, the core melody remained essentially the same. Because of this, the Academy ruled that the score did not meet the criteria for originality, leading to its disqualification.
Despite this setback, the legacy of The Godfather’s theme has only grown stronger over time. It is still widely regarded as one of the greatest film scores ever composed, even earning the #5 spot on the American Film Institute’s list of the greatest movie scores in history.
Controversy aside, the music remains inseparable from the film’s identity—proof that even a recycled melody can become something legendary.
