“Today’s signing sends a clear message: the Trump Administration is putting America’s farmers and ranchers first,” Rollins said in a statement. “Building on our action plan for American ranchers announced in the fall, the Forest Service and Bureau of Land Management are already delivering. This is another example of President Trump eliminating costly bureaucracy in order to lower consumer prices.”
Interior Secretary Doug Burgum added: “The Grazing Action Plan is built on a collaborative partnership dedicated to strengthening ranching operations while safeguarding our public lands. By working closely with American ranchers, we are enhancing communication, investing in innovation, and modernizing our approach to land management practices to deliver real results for the people who feed and sustain this country.”
Officials say the changes will increase the U.S. beef supply. They plan to reopen empty grazing areas and keep the same amount of grazing land where legally possible.
Beef prices have been very high for months. This is due to smaller cattle herds, drought, and supply problems. Many ranchers are struggling or going out of business, even though people still want to buy meat. Meanwhile, four large meatpacking companies control about 80% of the beef market. This has raised concerns about high prices and led to a Justice Department review.
The Trump administration is taking action. In October 2025, Secretary Rollins talked about a major plan to open more federal land for grazing and build more processing plants. In February, Health Secretary Robert F. Kennedy Jr. encouraged ranchers to increase production to rebuild herds and steady prices.
Ranchers have used public lands for generations to raise livestock. This helps feed the country, supports rural towns, and takes care of Western landscapes.
More than 20,000 ranchers and farmers in 28 states have permits to graze on 240 million acres of federal land. These lands support thousands of jobs and bring billions of dollars to the economy each year.
However, ranchers have often faced long delays, mixed messages, and too many rules. The new agreement fixes these problems. It tells agencies to treat ranchers as key partners, train staff by working directly with ranchers, and share clear information so ranchers can plan ahead.
The departments say stronger beef production at home will mean less need for imported meat and keep food prices affordable for American families.
