Major General William "Neil" McCasland officially retired from the U.S. Air Force in October 2013, immediately after completing his final military assignment as the commander of the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base.
Then-Captain Brandon Ueki was first stationed at Wright-Patterson Air Force Base in 2013. He arrived to serve as an engineer working on long-range ballistic missiles, and he immediately plugged into the local Dayton running community.
McCasland is described as a "solitary runner," but I can't help but wonder if he and Brandon (who was a social butterfly) knew each other. The primary entity at Wright-Patterson Air Force Base (WPAFB) in Dayton, Ohio, that researches and develops ballistic missile components is AFRL.
Brandon ran with the 5 Rivers Running Team throughout his assignment in Dayton, eventually stepping into the role of club president and reshaping the team's culture to be more social before his military career later took him to the Pentagon.
I briefly met him on the track before he deployed and then when he returned a year or so later, I felt the "trance" effect which he witnessed on the track in April 2018.
I also reported weird "heart flutters" during a full-on Anomalous Health Incident (AHI) that month and Major Ueki report heart pain just two days before he passed on November 22, 2019 on Norfolk base. On August 8, 2023, I was in fact targeted in the heart again - but this time it was more forcefully at 1:24 a.m.
Brandon had a party planned in Alexandria, VA, shortly after his return, but he never returned. McCasland had a ski trip planned, but he never made it. Brandon was an avid skier himself and there is probably nothing he loved more. Not even running.
Furthermore I am aware of people who participated in this investigation (including me) and no one has said that he committed suicide. Take that to mean what you will.

Missing General McCasland had meeting with female board member discussing classified information the night before he disappeared.
He's been missing since February with no trace of his whereabouts along with 12 other missing or d3ad scientists.
