When a large share of the population becomes dependent on government handouts, voting stops being about the country’s long-term health and turns into a simple question: “Who will give me more free stuff..?” I’d go even further: people currently receiving means-tested government assistance should NOT be allowed to vote in elections that decide the size and scope of those same programs.
