Once upon a more innocent time, I bought my local ML CPUs from eBay as "prototypes" from China at 1/20th the price of the Intel equivalents. The thing though: these CPUs actually worked. They were capable of being trained in every processor thread at a tiny fraction of Intel. And I'd simply bought that capacity off eBay.
