This is the workaround system that took shape once the Strait of Hormuz became restricted.
Shuttle tankers load cargo inside the Persian Gulf, transit the strait, then hand off to larger vessels waiting in the Gulf of Oman for the onward run to Asian markets.
15 simultaneous transfers is the number that stands out here.
This has moved past being a cautious workaround for a handful of cargoes, it looks like the default logistics chain for Gulf crude reaching Asia right now.
