The 9 page document tells asylum seekers they must understand that laws and customs in the UK “may be different from” those in their home countries. Asylum claimants are further warned to “never try to have sex with someone who is asleep, drunk, or unable to consent clearly” and told that “someone can change their mind at any time, even if they said yes before.” The booklet tells migrants not to have sex with children, explaining: “The legal age of consent in the UK is 16. This means that anyone under this age is considered a child and cannot legally agree to have sex.
