Craig Caplan @CraigCaplan - Rep.-Elect Everton Blair (D), who won the August 25 #GA13 House special election runoff to serve out the remainder of the late longtime Democratic Rep. David Scott's term until the end of the year, will be sworn into the House today. Scott, who was serving in his 12th House term, died April 22 at age 80. Once Blair is sworn in, House will have 218Rs, 213Ds, 1 Independent & 3 vacancies.

90-6-1: Senators at 3:58am ET this morning passed legislation to fund the federal government past the September 30 deadline through the midterm elections until December 11. 60 votes were needed. Republicans Cassidy & Paul, Democrats Kaine, Markey, Warren & Sanders-I voted No; Darline Graham voted Present. Lankford, McConnell & Tillis did not vote. CR now heads to the House, which passed its own stopgap spending bill last month funding the gov't to Dec. 4.
