The crowd members were pointing at the shooter at one point, they filmed him even, and initially I thought it was suspicious that it was ignored, but now it is being reported that an officer climbed to the roof and backed out when the shooter aimed at him. I assume the officer was expecting the sniper to take him out instead of being an hero.

There's only 2 potentially malicious points left:
If the sniper was told not to shoot.
Why the closest/most obvious building had nobody already on top of it.

But there doesn't seem to be an organized cover up, just a lot of incompetent people.
