Aren't sniper teams supposed to be sniper + spotter? Or does the secret service do it differently? From what I recall most US armed forces "snipers" work in two man teams where one has the cool giant rifle, and the other has a normal gun and serves to find targets and observe with binoculars and a telescope. Having two sniper class goys in one location is a minimal increase in effectiveness imo. Especially in a crowd setting where you want a spotters scope and binoculars, that way you can observe the crowd without pointing a sniper rifle at them.
