Sounds like the car lists of the state-socialism here.
We did not produce any cars, due to a Comecon decision (we could build buses tho). So we had to import them from the "friendly" countries. But they didn't produce enough so people had to pay up front a part of the price, then wait for 1-5 years until they got their car. There was a color selection but it was limited, and popular (and aesthetic) colors run out fast, so not everyone could pick the color of their car.
There were occasions a limited amount of western cars could be imported too.
People could check their "car number" and see if the day to receive it got closer.
