The rule is:

This is about real people, and it's not about cp (cp is covered by rule #1). For example once searches "children on beach" in google and they'll find photos of kids in bathing suits and whatnot. In themselves there these aren't illegal. However we delete this content because posted on imageboards they instantly get a different meaning.
Now at this point a manga-style image in the style of lolicon along the same lines can be acceptable. So the "loli ok" is basically about that. Still we like to discourage people from going overboard.
