They just made a jab how the CIA can't even use anything innovative at all via making the agent try waterboarding the robot which proved in the first episodes it can fight underwater. While it was supposed to be a joke it's ridiculous how they are expecting the enemy always to be weak to the same methods everytime. The "selling point" of this free market capitalism is the constant change and ability for fast adaptation and now with this "monopolism" they managed to prove they are the polar opposite of the American Dream.
