The globos won't be able to use this so it can be shared openly, you have to essentially be able to separate the installment from yourself completely into a "highly theoretical state" where you accept the view of a Soviet/Jewish cult-occultist WW1 veteran, OR empathize with this view of the world naturally. Military discipline won't allow them to train for this purpose from fear of mental "leaks". However the Russians don't have this problem because this view is allowed there. Made as a response to the Moscow terror attacks, where the policing infrastructure (personell) was lacking as a result of being focused on the Ukraine; this solves the problem by being able to use low level military personell domestically.
