Anyone can now act alone and there isn't necessarily a conspiracy, the "lone wolf" terrorist or slayer is born. This is the inevitable result of creating the ego-based king system, which is now marketed as "freedom in the west". Kings make their own laws, and so there can be no state apparatus ruling over anyone. Those trying to maintain power systems in "the era of self-made kings" will find their power base to erode like the sand when all trees are cut down.
