You have to understand the context of the usage.

The original Pepe was created by a lyran incarnated as human, it's not bad in itself, but is expressing a wonder for the universe. It is not banned when used as commentary in the original air of the creator. Which in this case I think it was

When the cope cage was first used by Russians, it was mocked as a sign of their tanks being too bad. Then once it was found that modern western tanks are just as bad vs drones, the "cope cage" was adopted by the Jews, making it a kosher technology, similar to them now being a kippa.
To make it still look silly when used by Russians, they had to modify the meme with the addition of car tires on the Russian frog, but it's implied here that this is still a kippa and will soon be seen on NATO equipment as well, because the tires were stacked on the kippa, meaning they are still kosher.

Other memes added here are to illustrate how the context of something changes its meaning.

The banned usage is when the frog is depicted as depressed, as a school shooter or as a negative representation of the poster himself as a /r9k/-style negativity-spreader. This last type of usage is the normal usage on imageboards along with the other asocial types, which is why they are blanked banned for simplicity, but if you can see how the context changes the meaning, and use them right, it is ok.
