I'm on the fence about the fandom coming up with Lupa smoking and the reasons why for anything but edginess, but this was during the moody deconstruction and edgy period of the fandom so maybe it really was because of the looming 'We're products of incest.' 'This is so weird and messed up'.
But, if we dig deeper and drop all that other stuff, the smoking could point to Lupa secretly being anxious and possibly depressive (Not miserable Loan failqueen levels but enough to make her find a coping mechanism) and points to her edginess as being an act or shield. It could also point to her trying it out of curiosity or finding a sense of rebellion with it.
