In Discord circles at least I've seen her portrayed as someone that chooses to be nice/perky/silly, but can easily become passive aggressive or outright threatening if someone actually takes her for/treats her as a fool. I think it's a good direction for her.

The legal issues thing is just one option. Could be something else, like Lincoln or Lisa dragging the family away on some adventure or quest. With Leia and Lizy, the initial idea was that Lindsay Sweetwater did it to get one over on Lola, them being rivals and all. But an episode of the actual show came out where they became allies, so that can be up in the air.
