Yes it does. Allowing "legal pedo" content kills image boards 100% of the time. It makes the board a haven for pedophiles who will slowly post more and more disgusting shit, until they're spamming straight-up illegal CP, and if at any point you tell them to stop, they will spam CP in protest.
