Because we allowed (mostly) unfettered freedom of speech, and that includes the freedom of violent ideologies, at least until the higher-ups get nervous about it being a threat and start shutting it down whenever they find it. If anything, blame Cloudflare for buckling like a tin can; god knows 4chan had it's share of shooters but fuckin' moot never went around trying to get it shut down like firetires did, sad little fucked up munchkin reject.
