You and me, even if we are good beings, probably, we will have some small/big disagreements in terms of ideas/theory of justice. The complexity grows exponentially if we add more beings into it... Long story short, my point of view is that, even the more advanced humans (at individual or collective level) are not near close to have a fully developed mental capability, that it is necessary to handle all the things needed in order to have a fully functional/acceptable system of justice; we need to be really advanced gods.
Normal people easily create fair/karmic problems trying to solve personal/individual issues, subsequently creating a snow ball effect that entangles other innocent individuals.

Democracy doesn't guarantee any quality, it's about what the majority wants, but the majority (quantity) could be wrong.
When a large group agree on something (unanimity), could be a step forward, but there is no way to know that with only that information, even if the large group is composed only with very smart people.

If things go normally, sooner or later, humanity will expand to the solar system, conquering planets/moons beyond Earth.
It already started somehow with probes (and International Space Station (ISS)), but it is expected that humans will go to other planers (at least Mars) using spaceships (in person).
