Most people prefer to post on /polru/ though. Which means that the majority of posters don't experience any issues with accessing the site despite the bans on public VPNs and Tor. And they have no issue with arbitrary moderation either.

Random time: yes no

Time to delete spam
Spam delete times: 1-4 (how much times spam should be deleted)

First time: (time of the day, if not random then every day at this time)
Second time:
Third time:
Fourth time:

Random time
Time span for random time: (minutes, add large span about from minutes to few hours to desired time)
Minimal times: 1-4 (if random enabled spam will be deleted few times: from minimal (1) to "spam delete times" (1-4))

Rules to delete posts
Rule 1: text field for regular expression
Rule 2: text field for regular expression
Rule 3: text field for regular expression
etc

And delete spam when time is come, check just last few days posts to limit cpu usage.
This should be easy for your server and very useful for people there.

Such mechanisms never work. Look at every attempt at implementing automatic censorship to filter out swear words. It affects a lot of innocuous posts made by regular users, and doesn't actually deter wrongdoers in any way, as they can simply insert non-ascii characters between filtered words. In fact, the spammer already does that with every of his posts, inserting spaces or weird characters, both to avoid people from autohiding his spam with dollchan and to circumvent the inbuilt endchan's unique post restriction ("r9k prevented this message from being posted" or whatever). Plus, a lot of what he posts is actually just newspaper articles or slightly edited copies of other peoples' posts, not some specific original posts with discernible slang terms. And even if you had a script that worked (which you never will for the reasons stated above), you would still have to persuade everyone to install dollchan, so it could automatically clean up deleted posts on the user's side. Also, the script would be quite bandwidth hungry, as the spammer can shit out several posts per minute, so you'd need to parse an up-to-1000-posts thread every minute to delete it all in time.

What I can offer is a poorly coded userscript for Greasmonkey and similar browser extensions. Well, "offer", when I get to it and write it. But for that to work one has to have the browser opened and logged in.

My main concern is that the flood can be done with different messages. They could flood with pro-Russian ones, but with perfectly normal but unrelated content too, just as with gibberish. Even with pro-Ukrainian messages can be used to choke a discussion. If one thing is "filtered" they just move to the next, and then in the end everything will be censored?
And this is an armament race. One side getting better will force the other to up his efforts. Aiming to achieve that everything is banned is a form of offensive.

Imageboards weren't designed for wartime discussions when the internet turns into real battlefield, perhaps even with the involvement of state actors. It was made for anime autists who shared a hobby and images.
What we do here on Endchan is keeping a platform open so anyone call tell anything they wish, and this is within the capabilities of an imageboard.
