Increases your dendrites, the receiving end of the neuron (compare axon for output). When aging, humans experience that time moves faster as a result of the cumulative memory. At age 5, one year is 1/5 of your life. At age 80, it's 1/80 of your life and seems less important.

This is a common concept. But if we look at this from an AI perspective, the 80 y/o has a larger dataset, and having more data is always better. That's why datamining is so important. The real issue is caused by an inability to process the data, turning it into heuristics (rules of thumb) at a minimum, or later into algorithms. The reason humans cannot process data is the decreased neuroplasticity caused by aging.

As you have more data to process, it appears that there are a lot of similar data entries. This makes the person with unprocessed cumulative memory say "I am not learning anything new". That's however a problem of not analysing the data. If you have many entries of similar nature this is confirmation that this is a common result in the particular setting, it's a good thing. Being unable to draw conclusions like this and see that this is learning, results from not performing the data processing. To process more data, it must be input and run through the system.

The deciding factor is neurons being able to receive data: which requires having more dendrites.
