We don't really have commissar jokes as a subgenre. We have policeman jokes tho. But many based on some wordplay that doesn't fit in English.
Eg.:

He doesn't know which stump his dad is.
So the joke is that stump in Hungarian (tuskó) also means a "dumb and pushy, insensitive, perhaps a bit aggressive" person. I could translate as faggot instead, but that's just simply rude and doesn't play on the stupid policeman stereotype.
