The EU Commission (it's the EU cabinet consists of all the member states head of governments.) decided a while back that certain Russian websites, news outlets, such as RT has to be blocked by member states' ISPs (it's a DNS block I think). To this decision even Orbán govt. adhered. You can't access RT from the Hungary bareback. There are private person, some EU citizens, some Swiss, who are sanctioned by the EU Commissions, because they are "pro-Russian". So I can imagine moving into the direction to ban sharing information from certain sources.
Fun thing. The Orbán govt. not just blocked those Russian sites, but Ukraine ones too. Considering most people don't use English in any level close to communication, and even those who do only a fraction of them checks these sites in any frequency, it doesn't have a huge effect. It's just a slippery slope to block more of the internet.
