The US private companies commercially do weather modifications with cloud seeding on regular basis since the 70s. There are federal and state financed projects too.
They create rainfall, snowfall (for ski resorts and such), they disperse fog, and prevent hail.
From the EU I have less data. I have some info that France, Italy, Romania, and Hungary uses hail protection methods, with ground-based silver-iodine burner stations.
