There are/have been NGOs that provide cheap cars to those that qualify. Anyone getting Cenno could ease up on the legal drugs for a month or so to afford a car anyway. Getting a drivers' licence is fucking impossible, though, as NDIS providers and Commercial Driving 'Schools' have trashed the old schemes like CES and Rotary had going.
