I think with the confusing, not clear cuts back and forth in time they want to create a tension for a story which is basically just eggheads blabbering in a classroom, and a dry security audition. Basically it's two movies cut together.
They also added speaking in hushed tones which become so fashionable in telly shows in the past decade.
Plus some surreal stuff, like the animations in the beginning and them fucking in front of the security committee.
