I'll be honest and say only the very worst people of society deserve such treatment, like mass murderers, serial rapists, arsonists who have destroyed lives and livelihoods, assholes who brazenly commit treason against their own populations too (some politicians would definitely fit this category). It should only be reserved for the worst of the worst inhumane treacherous bastards.
