I would understand the case for cars and caravans, as they create lots of traffic around stages.
People would just take hiking paths or walk thorugh meadows ig they would try to chrage money, like the security forces in France are already wasted on way too long road closures or entrances to public buildings (security theatre that always annoys me when visiting France)
