Smart and dumb are kinda plastic concepts, no wonder they choose "intelligence" as a name for the subject of measurement which is still not an exact concept. And yes, maturity is a different category from these.
It feels kinda philosophical. Being smart or dumb isn't just mental sharpness and dullness, knowledge and vocabulary, rather making in real life situations good or bad choices. Which also problematic with the ages old discussion on what's good and bad. A seemingly bad choice could lead to something which cab be evaluated as good in retrospect as well. And our choices are inherently influenced by our feelings, temperaments, emotions. For example Mensa members: why they take their test? Lots of them choice is influenced by their pride, lots of them want to feel they are belong to an elite club of smart people. What's more some of them do it for the bragging rights. High IQ people can make bad choices too, hooooo, many, so researchers rather try to associate IQ with jobs.
Maturity is similar, and yes it does seem depending on experience which makes it similar to wisdom. Also I would say taking responsibility for our acts (or even other people's or animals acts as our acts can arch over those) is belong to maturity.
