Division in the ranks of the army is dangerous, can be exploited by foreign adversaries, those whom against the army supposed to be used. Trying to organize the lower ranks of the staff sounds like something the agents of the USSR would do during those times.
Besides army shouldn't have a political opinion. They are there to serve and not to lead. Otherwise all kinds of couplications can come out of it...
