I think that's an USian thing, and I don't think I've ever seen it live. Maybe Budapest has some barbershops, and not just generic "coed" hairdressers, there could be elsewhere too. I don't even notice these institutions, my hair grows until I give it a buzzcut, on 'bout monthly basis. It's cheap and relatively quick.
