They exclude the South as part of the definiton of DPRK. This is a major one which Wyatt of DPA considered as a step towards peace. Which very well could be.
However Kim Jong-un uses some harsh rhetoric labeling ROK as a "forward military base and nuclear arsenal" of the US.

There is a fun addendum to the constitution at the use of nuclear weapons: they launch a strike in case Kim Jong-un gets assassinated.
