Sounds kinda fishy.
But whatever.
I don't see any good future for Latin America.
We had the Soviet Union and things sucked. Latin America had the US and things sucked worse and still suck. The US is a bane of your region, she is your Soviet Union.
They make disadvantageous agreements for all these countries, and if they try to seek other ties, or protect their own assets then the US comes down with sanctions and chokes these countries by ordering their clients to strangle them too.
There is no real choice.
