>Supreme Court
This is one issue I see with Brazilian Supreme Court. They aren't just busy with the Constitution as Hungarian CC, they have other functions. On the Hungary we have the Curia (Supreme Court) which is the highest authority to appeal both in civil and criminal cases. But we also have the Constitutional Court as a separate institution, they aren't there to make judgements in anything, just taking care of Constitutionalism.

>What are his diplomatic credentials?
He is a great friend of Bibi and Trump. Isn't it enough? He is even on Trump's Board of Peace bringing all this peace to the Middle East we experience these days: >>55631
Bit more serious answer: Guterres was the PM of Portugal. Orbán was PM of Hungary. This part is no big deal. As for his IR experience, he was quite busy traveler, he met, talked, negotiated around a globe with quite a lot of leaders and foreign ministers. For such a small country as Hungary it's quite remarkable. He was on speaking terms with everyone.
Compared what we have now our PM and even Foreign Minister talks essentially noone. Von der Leyen and neighbouring countries.
Would be enough for the General Assembly to accept Orbán as Sec-Gen of UN? Probably not. For me it feels like as serious as 99% what Trump says.
