From what I've heard Russia is pretty strict. They will grant you citizenship but they will be keeping watch of you, overtly or covertly. You also have to learn and follow their domestic laws, you have to take classes to learn and speak the Russian language, from what I recall it is mandatory. If you say you are a political dissident from the West you might be accepted but there are rules to follow and you will have to go through their whole bureaucracy.
