Sometimes, a government need to use (deadly) force to maintain security, or it will collapse rapidly.
But the government's abuse of force is not OK, it is a psychopath path.
So, only governments should be using force if necessary, like enforcing correct/fair justice.

Because there is freedom, a lot of humans (including kids) still need to face negative consequences (punishments) for negative actions in order to have an acceptable behaviour.
If the crime goes unpunished, a lot of people could be tempted to do it, and society falls into chaos.

Where is the limit between compassion and justice when someone does a bad thing? It depends on each situation, but as general rule, tolerance, compassion, reasoning is first (if possible) to restore harmony, then (forceful) justice applies as ultimate resource (if everything nice fails).

From the point of view of a fair judge, we know that reach the correct final judgment is not easy: It's not easy to find the truth, it's not easy to find what it is the right punishment, it's just not easy with the time that they have to analyze all that it's needed to know, it's not easy to take into account all the existent laws...
Also, judges provide a service to society that is under pressure from criminals (negative beings), it's not easy to work properly in the human justice system. Some judges even succumb to corruption, they work in favor of the criminals.
