The spamming: he repeatedly posts disruptive stuff. Throughout the years he posted mongs (downies), dicks, shit, cp, borderline cp, and most recently kids in swimsuit. He does this on daily basis, with changing intensity and amount.

The board goes on for many years now, and back on 8chan they evolved personas, which they gave names to for whatever reason, I dunno. Like Cruisey here. They posted enough about their lives to get to know each other somewhat.

Now this IGA character also stalked another one, they call him Nuro, who lives nearby to him. As far as I can tell there were some harassing (he pranked called him and such), and police was involved. This is IRL stuff. On board he also picked on Nuro, who could not ignore it and got back at him which always turned the comfy shitposting into uncomfy shitstorm and then spam again.
Now the problem is Nuro is not very much liked because he is kinda arrogant, and the cheeky NEETs were picking on him too because they couldn't ignore his arrogance and just go with it, and this made a confusion about who is who. Probably the cheeky NEETs did this because they could just blame IGA for everything.

Now the board has a list of rules, which if they could be kept, are sensible to keep the chat comfy. BOs battled (and still battling) for years to keep the board usable.
Sometimes there were misfires, "innocent" NEETs were banned occasionally. But there is a resentment growing for sure, even in those who try to let the bygones be bygones. And sometimes this led to splits.
As you note userboards can be created. They did, and all failed eventually.
And some of them are camping here for the same reason.

Since this is an anonymous imageboard people can't be really prevented from posting. Not unless we ban every option but posting from home, preferably with personal ID verification. So the sensible thing do is to judge the posts, and remove the offending ones, such as the kiddie spam. And most of the time this is how it works.
I also tried to recognize certain posters, and to some extent it is possible, but it is too much effort and can't be arsed to do it properly, because for that you need to build a fucking database. And even then it's impossible without geolocation...
And now a BV tried to do it, and of course he made a mistake, and now he thinks a previous BO whom we call Pidge now (because he posts pigeons videos from tiktok) does that. Or perhaps he thinks the real Pidge was kidnapped and IGA took over his place, I dunno at this point.

They all were at some point BOs or BVs. I think many of their names were originally usernames when held some role on 8chan - and perhaps before that. Right now they have 2 BVs, but I'm not sure how active they are. Lazy to check logs.
I think most of them have enough of it. These were nerve grinding years, considering the board is dedicated to idle chitchat which should need relatively no moderation (despite the long list of rules).
I told them couple of times that essentially all of them could take the role of BV together could take care things and share the burden.
