You and me, even if we are good beings, probably, we will have some small/big disagreements in terms of ideas/theory of justice. The complexity grows exponentially if we add more beings into it... Long story short, my point of view is that, even the more advanced humans (at individual or collective level) are not near close to have a fully developed mental capability, that it is necessary to handle all the things needed in order to have a fully functional/acceptable system of justice; we need to be really advanced gods.
Normal people easily create fair/karmic problems trying to solve personal/individual issues, subsequently creating a snow ball effect that entangles other innocent individuals.

It took me a while to understand why bullies are allowed in schools.
One of the reasons is because teachers are incapable (don't have enough energy) to handle so many children at once. So, in an immoral way, the bullies work as an oppression force or repressive force that keep children in line. The bullies do the dirty work of causing fear, that fear helps to keep children averagely inactive, so the normal children cause less problems, therefore less work for the teachers.
