Anyone can have access to bootable ISOs, hundreds of Linux distros are currently distributed and shared over bit torrent and various file sharing networks, millions of copies of older Windows and Macintosh operating systems still exist and even still selling on sites like Ebay, not to mention all those Windows bootlegs that come preactivated. I don't see how this can possibly be enforced even with the most severe attempts to crackdown rebellion will always exist.
